surely, a moderator is expected to respect DARKLY policy in all game of which it hosts.

The way Newb acts in TF2 is far different then what you just described.
As long as he is acting in an appropriate manner on the servers at which he works (moderates), I dont see a problem here.
Feel free to ban him from the DARKLY CSGO server but unless you have played with him in TF2; I would appreciate if you didnt make such judgements or accusations.

Fair enough, and I respect your opinion on his TF2 application. But giving him a -1 is basically your judgment that he would not be a good Moderator for TF2 based solely on something that has nothing to do with the position in which he is applying for. Just like a few other apps, I dont see how you can give a +1 when you dont even play TF2 anymore, but whatever, none of this is my concern. :)

Just because someone is applying for TF2 Mod doesn't give them some kind of immunity from negative feedback for any other game Darkly hosts.
If I went into CS:GO and started hacking on the Darkly server, my status wouldn't bother any of the higher TD Admins. I would be banned. Not just from CS:GO, but from ALL Darkly servers.
How you act in one server for Darkly should ecco through to all other Darkly servers.
Personally if I saw someone applying for TF2 Mod, and they were a complete cunt in CS:GO, I wouldn't hesitate to hold that against them.
Just because it's a different game doesn't mean they should be allowed to act differently.
In either case, the issue was resolved and it looks like Newb wont be doing it again.

I request that my moderator application be denied. Here is the reason why:
So, around 7:30 AM this morning, I went on Darkly #2 before going to school, as I always do. I saw a person from my friend's list, Unholy Purifier, was on the server as well. She asked me in Steam chat if I wanted to hear some of her own music. I said yes. I thought it was brilliant music. Then, in the server chat, she asked me if I wanted my own music. I said yes, but I didn't read that she wanted my Flaming Lantern Exquisite Rack. After she made it for me, she sent the link to the music, and then asked me for the unusual. Then, she got angry at me, because I said "Why would I give you my unusual?" After I looked at the chat logs, it turns out that she made the music for my unusual, and I stupidly agreed to it. Now, this adds to my total amount of money of around 300$ - This is how much I owe. Just for 4 people. She said that if I didn't give her the unusual, she will contact Cmp, and let him deal with me. I knew she wasn't lying, and I know the consequence if I didn't give her the unusual (me being marked as a scammer, and ruining my reputation), so, I sent her a trade offer. (She accepted trade offer @ 5 PM.) After I owe the other 3 people their items, I shall quit TF2 until I know I can be smart enough not to make stupid decisions. Also because all of my items will be gone because of my oweings.
I have loved Darkly, and still love the community, because of it's sheer awesomeness and great community and great servers. I have made great friends while I stayed here, and had some great laughs. Sadly, I don't think I will come back for a while, or even forever, if I continue to make bad decisions. Whoever is on my friend's list, you may remove me if you wish. I don't think I will come back to Steam for a bit/forever. I might come by the forums once in a while, just to see new players come by and say hi. Besides, I don't think I was that important in the community - I didn't do anything significant, or made anybody laugh really hard. Darkly is in my heart, and will always be in my heart. (I was actually crying when I made this wall of post.) But, people and things have to move on, and I guess I am one of those people. So, I guess there is one final word I have to say:
