Is putting my video, sound, and wireless cards on a paper towel safe? I don't have an ESD mat handy.
No need, just put them circuits facing the ceiling on the floor. As long as you're not on carpet, you will be fine. I use floor, any cardboard (the boxes stuff comes in is always handy to use), or even on the table that has mom's ghetto 1940's plastic tablecloth.

I've zapped running components a few times so hard that I yelped from the hurt. I think the sort of static shocks the ESD bags are meant to protect against would be way more powerful than the amount of charge you would collect rubbing your feet on the carpet

i heard its a good practice to ground yourself on the computer frame. that work ?

if the PSU is plugged in and switched on then guaranteed yes, and if you're caseless you can just ground yourself on the live PSU itself
