server wont change maps

whats going on with the public server? every time a map runs out of rounds it should change maps but it ends up hanging and ppl will try to RTV but that doesn't trigger a map change.

We added de_inferno_dawn from Workshop. Because Valve sucks balls and can't figure out their shit, the server will fuck up map changes until restart.
