Why do people buy game on Steam, just to sell them at the same price?

At lot of the time I have seen people buying in sales and then undercutting Steam's prices by a dollar or so, while still giving themselves a nice profit of a few dollars.
It's pretty much guaranteed that none of these people will pay full steam prices for games just to sell them for the same price.
