This is not surprising, I mean it's just part of the "cut corners" approach endemic in Canadian society. The hotel saves money by using only 25% of the disinfectant/soap they should on their 3000 rooms and that adds up to a pretty significant amount of money that some greasy fuck crunching the numbers in the back room can pocket.
I remember a decade ago I was actually "let go" from East Side Mario's because I spent too long doing my duties at work. Unfortunately, that was because I had to take on work from the other fucking wasters working the joint that included a) properly sanitizing work areas, b) washing fucking dirt out of the chopped lettuce I was expected to serve as salad and c) moving food around in a timely fashion to keep what needs to be in the fridge actually IN the fridge.
After that experience I pretty much lost all faith in every Canadian business outside of Quebec/NB (francophones actually do have some fucking common decency) oh and I've known a number of people who have gotten food poisoning eating at East Side Marios locations. Guess they should have paid some fucking attention to me when I explicitly told them NOT TO EAT THE SALAD.

Saw this on television, I think, last night.. crazy. I mean, I knew they weren't the best, but shit like C.Difficile, streptococcus and MRSA? Damn..
