I know Valve will return your item if you try to sell your knife on the Steam client for $100, but somehow turns into $1, but what obligation do they have if you try to sell it outside their services?

There is an inherent risk selling digital goods and experienced self-sellers and buyers know that a successful transactions requires one of the two to put trust in the other first. Since @HappySticks™ decided to trade first, he is putting his trust to the buyer that they will pay after they receive the item.

There is no obligation and they will not reverse it.

The only case I have seen it done is very rare, and it was according to the trader, the client lagged.

Unfortunately @everyth1ng S2M is correct. Steam Support is not interested in helping you reclaim your items.

Only when financial institutions are involved, does it get tricky. For example, using a stolen credit card to purchase a ton of keys and distribute them. In those cases, it becomes a bit more complicated.
