Yeah it does, the best advice I got was to spend $20 on gems to get 4 total builders asap . It helps you upgrade your buildings and stuff. Some people have 5,but honestly at the higher levels having 5 builders doesn't make sense given how expensive shit gets to upgrade. The cost benefit later on isn't worth it.
