Don't expect much performance out of the ATI HD4200. It is still an onboard videocard with shared memory:

-ctrl-f HD 4200 and you will see that it is ranked 150 on the mobile GPU benchmark list

Personally, I am not a fan of the AMD chipsets but people say they are fine. For around $900 I'd look for something better. I really don't think the ATI HD4200 is going to be able to run even CSS at the laptop's native resolution (1280x800) at high settings with 60fps. I would be it performs more around 10-40FPS. Just from my experience tho.
Bucky's link of the samsung has the Nvidia 310M. It is ranked 103 on that benchmark list...likely noticeably better performance.
Gotta do some careful research with laptops. Basically you want a solid CPU, dedicated GPU (no integrated,on-board, shared bullshit), and at least 4 gigs of RAM if you want any sort of multimedia ability.

- you can search and compare CPU chipsets here to see how well they perform/stack up against others.
- the intel i3 is much better than the AMD Athlon II
I just bought a Dell Studio XPS 16 before I left for HK/Australia. I am extremely happy with it and it plays CSS as well as my desktop does as well as runing L4D2 at full (1600x900 with high settings + 2x AA and 4xAS) at around 50-60FPS. My comp was $1299 though but it is a decent spec:
-Intel Core i7-720QM
-4 Gigs DDR3 @ 1333Mhz
-ATI 4670 with 1 gig dedicated
-rest is standard stuff
Check out Dell.ca as they have great deals on laptops everyday/week...just make sure u get a dedicated gpu and not the intel GMA 4500...they suck shit. My dad's laptop has that and can run CSS at all low settings at 640x480 @ > 10fps.
