Well perhaps if we have a voting system with a great map rotation of popular maps people might just flock to it. I can think of a handful of Skial servers that have a system like this. I have been playing tf2 since 2013 and I still see the ones I use filled every damn day with a minimum of 20+...

Setting server 1 to 3 to a a cycled map rotation would be cool. Having upward, badwater, turbine, frontier, barnblitz, dustbowl, gold rush, 2fort, hightower, and harvest in the rotation with a voting system to pick what map people want to play would be great.
