It does have that TF2/Cartoon styled theme but I wouldn't say that its gameplay looks like tf2 more akin to that of Super Monday Night Combat, a game which I really did enjoy until its playerbase died out. I'll sign up for the beta based on that alone, but it does look quite fun.

Consider this though, unless you read the forums most people are unaware that using the commands when you aren't a donator is a bad thing. I would suggest the perks are just removed until it can be fixed it makes us look marginally unprofessional, or at least adding a notification of the issues...
