Read history, Russia is one of the most Empiricalistic societies of all of old Europe. Sure Britain and France went around the world spreading their culture, but it was more about exploring, then it was about Empire building. (ok so that statement is very arguable).

Russia stayed at home, but they always had their eye on expansion locally. (Germany, Poland, Austro-Hungaria, etc. etc.)
