Cardio can take a fat woman to a potentially decent one. As for males, if you want to have more then just the build of the delivery boy.. you need the time + tension oh hyper, not a constant conditioning phase.

all you need are dumbbells or resistance bands and its a lot of push ups, pull ups, lateral shoulder lifts etc.
