1 ) Open Internet Explorer

2 ) Click Alt -> top menu appears

3 ) Click Tools, then Internet Options

4 ) First thing you see is Home Page, and in a dialogue box is your home page address (www.msn.ca for example).

Simply add in another line, and you'll automatically have two tabs open every time you launch internet explorer. For example, in the text field would be:

www.msn.ca
www.torontodarkly.ca

EDIT: Once home pages are set, don't forget to apply and close.
