One of the reasons Skial's servers are popular is because the majority of them don't rotate maps; rather, they remain static on one map, 24/7. This appeals to players who like the map, because they can play it whenever they like, provided the server is full. Most experienced players who aren't pugging prefer rotation servers, but rotation servers are harder to build a playerbase for this very reason; players pick servers based upon the atmosphere they provide. Skial attracts the casual players, whereas places like No-Heroes attract heavier (and more mature) players. If you're going to make a public server, you need to have an idea as to who your target audience is, and thus how you advertise it. Vanilla public rotation servers that follow a specific game-type other than Control-Point, that are tossed out there are likely to flop. Similarly, we shouldn't just do one map like Skial - I think that'd be even worse.
Since most, if not all, of the initial server traffic would be Darkly regulars (who I think there are a sufficient number of) what makes the most sense is to gear it towards them. Players like the Darkly trade servers over others often because of their casual feel - emulate that in a pub server by adding things like custom maps, silly plugins, event things like VSH, et cetera. We don't want to just imitate Skial servers because there are already Skial servers.
I have no idea if one would succeed or not, but considering that we have some servers that are almost always empty how it's relatively easy to set one up, there really isn't any consequence in experimenting again. I'll be out of school soon, and while I'm still busy during the summer if you wait long enough you can have fun feasting off of my personal time.
It doesn't work that way, if we're going to make a pub server, it needs to be compliant with QuickPlay.

In this day and age, servers without QuickPlay that don't have a strong trade/mod community behind it, don't last long.
Making a server QuickPlay compliant requires running a couple commands. It doesn't really make the job any harder.
