If a guy has a bad reputation on Steam Rep, do you guys have any plugins/mods or something to automatically ban them, or no?

Would be a good idea.
Although some people get marked as being scammers for the wrong reasons.
I have heard of people being marked as scammers just because they've traded with a few actual scammers.
I saw someone who was buying cheap unusuals from people.
These people had scammed them from other people, and wanted to quick sell.
Because of this, the person receiving the scammed goods was marked as a scammer as well as the person who did the scamming.
The guy was just getting cheap unusuals so he was happy with that.
So really, its very unlikely...
But the servers might start banning people that havn't done much wrong.

Yes, we've been a SteamRep partner for ages. People get banned everyday.

That unusual quick sell was obviously a way to get others marked, not intentionally, but attempting to rid himself of marked items that have been confirmed stolen.
The servers will not ban anyone, they must be a registered scammer and be in the SR Database with history of a scam, meaning if they were banned from UTC, they will be banned here. If they have a DARKLY tag, obviously they are banned but they will also be denied access everywhere else. This can change depending on settings but its generally defaults that I'm stating.
You can find more, vague information on the SR site. But as always, use good judgement when initiating a Trade, verify they are not friends with a Scammer, or their profile does match what you're being given.

People are marked as Scammers by either Steam Rep or the community that connects to it, such as ASBO or DARKLY. There is a guide on there about it, basically, once someone is marked as a Scammer, you really should avoid trading with them completely, or use extreme caution, verifying what/why they were marked, what items are involved, and who the victim was.
