Start-up issues on my toshiba laptop. NEED HELP!!

I still say you should check your memory but now also probably your HDD. See if you can download a USB bootable copy of linux or actually even just a Live Linux DVD so you can test the HDD.

I'll tell you how...after BJ concedes that it's not a Windows error. :p

it resets and the black screen where it has a windos logo (that moves) ad says "starting windows", then a have second blue screen flash and resets

If it Blue Screens, I would recommend sending to manufacturer solely for the reason that you may be done your warranty soon (I thought you mentioned this earlier). If the bluescreen is random, however, we can proceed... Check the Error code on the blue screen (flashes quick), but bottom left you'll see something like:
STOP Error 0x00000001 to STOP Error 0x0000005F


The end "5F" is important part (the actually error code). Look for it and we'll see what we have here...

im in a menu where it says:
repair your computer

safe mode
safe mode with networking
safe mode with command prompt

enable boot logging
enable low resolution video (640x480)
last-know good configuration (advance)
directory services restore mode
debugging mode
disable automatic restart on system failure
disable driver signature enforcement


those are my options

Click repair your computer, it load recovery and try to scan for start-up issues. Let it do it's thing, once it's done, you can click command prompt.

There's got a to be a way you can get to recovery... If you have a Windows 7 disk, it's fairly surefire... where do you live, maybe I can help?
