Scramble Teams

so i have an idea.

there's been some talk and such of not enough admins.. teams getting stacked.. etc..

i was on this evening late in the hours. went a few rounds with something like 5v3 and got walked on when it could have/should have been 4v4.

simple solution that could help with team balance when there aren't admins around;
enable the 'scramble teams' vote. simple as that.

it just makes sense.

I've found that the auto-select doesn't work... teams are still stacked as people can join, go spec, and join the stacked team. IT also kicks you off 30 player maps, like dust2, so you can't go spec.

also, i don't even think the auto-balance is working. went nearly an entire map with uneven teams earlier (8 v 6 type thing).
