LOL how do you know I don't scout? I always scout. The Protoss you were playing against is just an idiot. If I saw you repairing with more than 3 SCVs then my mission is accomplished and I back off only to return later. The point of the harass is to impede your resource mining and killing your SCVs need not be done as long as you're slowed down.
I liked the way they did heros in WC3 -- you can't blindly send in your spirit wolves or water elementals in to disrupt them because you'll just give opposing hero experience to level. Also, there are many counter-measures put into place for even peons to get away unscathed and even win. Orcs can go into burrows, UD have the ghouls, Humans have militia, NE have trees + self explosion -- all of which, can be used to turn the tides even if you're getting harassed. I used to militia surround the opposing windwalked Orc Blademaster and just hold position. And that's fine because even though I won't be mining with those 8 militia, I force him to use teleportation scroll once windwalk wears off, which is 250g to buy. If not, I'll kill him, earn exp on my hero and harass him while he spends money to revive his hero -- in my books, that's a win-win and you need good micro to pull off. In SC2 -- even though iSeize is new at RTS, I'm sure that if someone was to teach him the build order for fast Void Rays, he'll be able to win quite a few matches without having the need to know anything else. And that, is why I think SC2 is broken.
(Sorry iSieze -- didn't mean to use you as an example :P)
