Rare paint glitch?

So i was on a darkly server today and this guy says hes trading a rare changing color hat. He showed it to a few of use and it turns out it has the old halloween spell paint colors on it as you can see here: http://steamcommunity.com/sharedfiles/filedetails/?id=120031155

The weird part is that didnt valve remove the paints after halloween ended? Anyone know more info on these hats?
Is it just a glitch? Will valve fix it or leave them?

It's a glitch that happened after the Halloween spells supposedly expired; some items retained the spells. It's not exactly common, but it isn't too rare either. Some of these instances have been fixed by Valve, though the fact that only some of them have been fixed and not all is somewhat suggestive that Valve might leave them - they left expired crates even though they can "destroy" them without the owner needing to launch TF2 - presumably as for stimulation for the trading market.

TL;DR, They uncommon (not rare), some have been fixed but not all, might be kept but (in my opinion) not worth the risk buying them.

I think these items retained their paint due to them being used in-game at the time of the update that got rid of them, or something like that. I've heard that several times.

That's rather strange, I thought the spells and effects where automatically gone when the time expired. Is there a chance that Valve will go through and get the spells they missed?

Hard to tell. They did correct some (or at least that's what it appeared to be), but you'd think if they were going to ultimately remove them they'd have done it by now.

honestly though, i think valve does these glitch things on purpose. Like the vintage shortstop, vintage max heads, etc. You can't "accidently" give that out.

It helps stimulate the game economy, which is what ultimately gives Valve money.

Can't believe though that people use those Vintages to make a crap ton of Money, while other unfortunate ones don't get anything.
It helps stimulate the game economy, which is what ultimately gives Valve money.
With the Steam Market, now they'll be making even more money. :D
