I'm assuming you're talking about Handsome Buttocks, or one of his friends?
If you are, then I've seen this 'TNB' term that they use.
The last time I saw/heard them using it was before I became an Admin and I haven't seen Handsome since.
He is actually quite annoying, he does enough to grind on my nerves, but not quite enough to warrant any form of punishment.
He's just an irritating person.
As to whether 'TNB' would be punishable or not I will leave to the likes of Shotgun Jesus, Brades and Low Budget.
As it stands for what it stands for, you would assume that it would not be allowed, it's actually quite offensive but a way of trying to get around it.

But some of the others things he does are, he uses other racial black terms, made his engineer look like a KKK in a way, and all his strange contain the same lone strange part: Demoman(Black Man) killed.

Yeah I have to say, he is one of the most active players we've got.
One thing that used to annoy me about him was that he would always whisper "Just touch it" down the mic after killing someone.
