The chat logs show him saying that he's taking scrap as entry into a Bill's Raffle. I knew it was BS, even when he told me he had permission.

I checked his profile and noticed the top comment was a person asking if they won the raffle, from an hour before the user started a new raffle on Toronto #1. Second comment is a server admin telling him he is banned from all his servers, which I can only assume is because he pulled the same thing before, but I cannot verify that.
Confirmed my suspicions when I checked his inventory and there wasn't a Bill's in sight.
Proof that he took a scrap (two weps) from a user (unable to get the user information, though I asked several times). Unable to get the shot of him crafting it.
