Short answer: No.

Long answer: Darkly is and always has been a mature community. The fact remains that TF2 in itself is for ages 15+ and realistically anyone at or above the age of 15 will have said plenty worse in their lives. Yes kids will join the servers I see your point there. But they can also leave the servers just as fast and easily as they joined. Choosing to stay is on them.
To quote Gatherix (literally)

We don't cater to a chummy, censored, kid-friendly environment. Darkly isn't the right place to be if that's what you're looking for.

TF2 is 18+ and the servers are supposed to be for mature players so this rule probably won't be made
