While it is annoying, I think it's perfectly acceptable on the servers.
I could make a big long list of stuff in tf2 that I don't like, but I really don't see this as a huge problem or nearly close the top of that list. I really liked the point that Mizz made though. While most of the taunts are fun to use, the very purpose of them is to be annoying and get people mad. Also, it cost's 1.5 keys. That is fairly pricy for someone that's just getting into trading and not nearly as easy to get as the pan is. Just my thoughts.

Trade server last I checked.
Since taunts are part of of the pretentious crap that is traded daily, there is no reason to ban them as more are on the way from Valve and the TF2 team. Some people like a demonstration before the offers fly or the haggling.
While I can understand that the taunt itself can grow out of control and annoying, unless you can find means of doing a local mute on them, or finding some way to disable the taunt sounds (I'm uncertain if its mod related or game option related), its a minor problem, that can usually be solved by having the engineers be smitten. How? I don't know, roll the dice and hope you get No-Clip, wait for someone to push him out into a means of getting killed, moderator/admin begins reclaiming souls...list goes on.
