I just don't see this "auto-join" necessity being an effective means to preventing team stacking. I usually join a team with players I usually chat with or the side I have a preference for, which I'm sure we all do. That is why I still find this auto-join is kind of a nuisance. If one map has everyone wanting to be CT, like Cbble, then why not just throw it out of rotation in favor of a more neutral map? My point, it f@cks with the social aspects of the server.
The way the auto-join is setup, it also gives 'admin' players an advantage. They can go to Spec & back as many times as they like. Therefore they can join a team, make a bet, join spec, join a team & have more cash than the 'laymen' player who cannot take advantage of that anymore. If you're going to implement it fairly, make it apply to all.

Not true. I put enough hours on the server and auto balance is a joke right now. As for teams, I have seen it enough times where the ct's have 2 to 3 guys in 3.0 KPD, 2 to 3 guys in 2.0 KPD and all the opposing side are not breaking 1.0 KPD. I have been both on winning and losing side, and honestly it's why I had brought up this issue when I first noticed this. Enough people auto assign, don't like the side they got auto assigned to and are switching teams right away. Not many admins/TD switch sides to even things up. Maybe that can be part of the solution, switch yourself instead of switching someone else first.
