Is that one not working? I'll do a little more research, there are files that claim to disable it but I don't want to suggest anyone download anything outside of Steam's files.Must find new solution!!!!!!

You can use GCF-Scape, but remember to keep this in normal, plain English. I really doubt people will want to go through all that trouble to patch a problem that can easily be fixed (used to) with a console command.1 ) Actually, yes, there are. It's not "part of the CS:S in whole", whatever that means.
2 ) To access said files, you need a program to view them, since they are (rather cheekily) hidden. You can use something like GCF-Scape to view them.
3 ) When Steam verifies your game files' integrity, who's to say whether it plays every single sound file, checks every player model, every gun model, all maps etc. for integrity? I would think something that takes seconds on an SSD, and a mere minute or two on a HDD would check for just names of files that should be there, and small files that needed to play like config.cfg, clientregistry.blob (I think is the name) etc. So, replacing the file with a blank file of the same name should work nicely.
4 ) Use #2 and replace said gay file, once you find it. Where, exactly, that file is I don't know and don't care.
5 ) I know this because I used to use GCF-Scape to decompile original CS maps to see how their mappers mapped, so I could learn by example.

Because if you're not certain, any doubt and it will break.Replacing/modifying one GFC file will not break anything. Yes, like you said, take a copy, slam it on your desktop and you're good.
And no, no one's certain beyond a reasonable doubt, but why should you have to be? Given the amount of time it takes to verify your game files (what, 30 seconds?) you think it's gonna go through thousands of files, let alone on a shitty Windows platform? LOL
+1 Didn't think of this. XDthe console should be spewing up some shit that will give us an idea what's going on, try taking a screenshot of that while this is going on.
