Ya, upload your picture to somewhere like www.imageshack.us, have them resize it upon uploading, then use the newly resized link as your avatar.

I don't have any picture editors on my new computer yet (gonna get GIMP some day when I'm not a lazy bum), but I did resize it in Paint and saved it as a .png. I guess I'll just try it again? Hmm...maybe the problem is that I used Paint at all. Eh, lazy bum wins over picture quality yet again.
