FragRadio not working

For me, the radio plugin hasn't been working. I've asked a few friends that play on the server and they don't have a problem with it. The sound doesn't play. I type "!radio" and press 1-6 for volume... commonly 3, and after a few seconds and even minutes, nothing happens. I've tried the following:

1. Uninstalling Adobe Flash Player with their uninstaller on their website.
2. Deleted the Adobe folder in %appdata% through "run" on windows search.
3. Disabled Google Chrome's Flash Player plugin.
4. Re-installed Adobe Flash Player (version 11.7.700.225)
5. Checked if Disable HMTL MOTD was checked off, wasn't.

I really can't think of anything else that would be the problem. Please help or give some ideas for this problem.

Only thing I can think of is check your config for the cvar: "cl_allowdownloads 1".
