From the May 1st update:
Added a server convar "sv_maxusrcmdprocessticks" to limit maximum number of user commands backlog, defaulting at 3; observed player speed by others will now always be within max movement speed even when user is cheating, experiencing high packet loss or exteremely low fps.

This new server-side command is what's causing the trouble for many players. It's causing many people to notice their game is laggy/choppy. It's also the likely reason our server has not been as full as normal.

There are so many complaints on the Steam forum, petitions, etc... so I guess we'll have to wait until the next update to see what Valve does.

I've set sv_maxusrcmdprocessticks to "0" as suggested by ESEA and others. It seems to smooth out the game quite a bit on my end. If you have issues let us know.

Today's update made sv_maxusrcmdprocessticks default to "16". Tell me if there is any strange, or if your movements are slower than normal.

Adjusted default value of sv_maxusrcmdprocessticks server convar to 16 for community servers with default settings to successfully process all user commands from even lowest tickrate and framerate clients.

They sure have made it harder for people to run pubs. All the server side shit you go through is endless bullshit.
