In your application you used the template for Toronto Darkly which is the Counter Strike side of Darkly.
You need to use this one as it is the one used when applying for a TF2 Staff position.

Anyway, it appears that you have almost met all the requirements.
You still only have 1 day and 21 hours which is slightly less then the required time.
Once you have met this, and you have edited your application using the correct template, you should be all set.
Please fill in the proper information as pointed out by Mizzterrr above.
