There is a luxury tax which a team has to pay if they go over X amount of dollars on salary. The yankees go over it every year, I think Boston has once.
I'd like to see a salary cap but the system is so broken right now, it would be hard to put in place. For example, the florida marlins payroll is like 20 million, the yankees payroll is 200 million with 5-7 year contracts on players. Many players make 25 million dollars. MLB would have to say they are implementing it 7 years before, otherwise some teams would be crippled by these monster conracts.
