Reason - Spamming, telling people they could do what they want, and racism. I don't have proof for him spamming or him being racist but I do have proof against him giving false rules.

The only problem with your evidence here, is that there is absolutely no positive way of confirming who is saying what with just a sound file.
Now, if you recorded and posted a video, we would be able to see the person's name at the bottom right of the screen while they were talking.

On the grounds that the evidence isn't clear enough, I'm just going to go ahead and deny this report.
