For those of you that are having frame rate issues after the latest patch, I've found that turning off one of my video cards works well. I have a Radeon HD 4870 X2 GPU, and disabling Catalyst A.I gives me a frame rate boost. This is a temporary solution until Valve gets their shit together. I hope this helps.
