Steam just added the feature where you can install to multiple hard drives. Is there a way to move some already installed games to the new SteamLibrary folder (default folder name). Or does SteamMover and SteamTool still work?

When I'm playing a game and switch to another tab or other screen, my game fps drops to around 15 and it's kind of annoying. Is there a way to change the minimum fps when it's not the foreground program? Tried googling it and can't figure it out.
