That looks like the kind of box that is set up to run at least 4 servers simultaneously. Virtualization bugs could be the problem, especially if the other servers are loaded with traffic and maxing out their resource requirements.
might be worth inquiring if the main CSS pub is being dumped onto a virtual server sharing RAM with other servers since TD has so many servers going. even 32 man would run without a hitch on any modern box with a decent upload providing there are no other servers trying to run off the same box
