I liked the community content in this update. The ghosts are pretty cool.
I do agree that they could have done more with the new map content, but still, between playing the new mode and item farming on the old maps, I've enjoyed the Halloween event this year.
I joined a server late yesterday and they were in the elimination game, but they broke it somehow. Everyone was able to fly as if we were ghosts, but we weren't ghosts. The sound was also muffled as if we were underwater, but again, we weren't.

If I may offer some clarity here, a lot of TF2 traders (not including myself) will sell Steam games for TF2 keys. It's just another facet to the market. People don't always have the raw money to spend on games, but it is easier to work up with TF2 items and earn keys to buy those games.
